CHCMI at Jalpaiguri

In tune with the Government’s declared policy the basic approach in the health sector has been to promote more of preventive health care than curative aspect of it. The most important intervention towards the realization of our goal to promote preventive health care has been the implementation of the CHCMI. This stands for Community Health Care Management Initiative which is a scheme based on the motto “Community’s Health in Community’s Hand”. The scheme seeks to promote the active involvement of the community in health care management through awareness generation programme and capacity building exercises.
The important component of the CHCMI includes intensive IEC activities on health and sanitation towards the achievements of following goals.
       (i)  To ensure 100% immunizations.
(ii)  To ensure 100% death and birth registration.
(iii) To provide for compulsory registration of marriages (to prevent early marriages).
(iv) To provide easy and friendly access to institutional delivery through trained and well equipped Dhais with Dhai-kits.
(v)  Facilitate the compulsory practice towards prenatal and postnatal checking and care for lactating mothers and adolescent girls.
(vi) Emphasis on breast-feeding etc. etc.
(vii) To provide for 100% concrete platforms for all tube-wells.

The CHCMI stands for a regular review of important health indicators of the community in a comprehensive manner at all levels. The realization of the aforesaid targets is reviewed regularly on the 4th Saturday of every month at the Gram Panchayat Offices where in all GP level health workers, ICDS personnel and the Panchayats remain present. The facts and figures received from the GP levels undergo scrutiny at the Panchayat Samiti level and finally the report are analyzed by the Zilla Parishad / Health and recommendation are made before the appropriate authority for action.

Another important component to supplement CHCMI effort has been concept of Head Quarter Sub Centre at the GP offices itself. This HQ Sub Centre shall be the nodal service centre for basic health care facilities for the village people who are unable to attend the BPHC and the PHC. In fact such centres have now become quite popular among the women flock and has encouraged immunization and institutionally delivery at such centres.
Under the CHCMI large number of community volunteers, NGOs and particularly the Self Help Groups women are being reoriented and trained for skill and capacity building for the realization of our public health goals.
